About John Sawyer

John Sawyer is the Founder and Principal of JTS Policy & Strategy, a full-service policy consultancy focused on health care and based in Washington, DC.

Prior to Founding JTSPS, John spent nearly ten years in leadership roles at the National Association of Community Health Centers (NACHC). During his time as NACHC’s Director of Federal Affairs, John developed and implemented a comprehensive strategy focused on growing the reach of Community Health Centers to serve more patients. Under John’s leadership, investment in the federal Health Centers program increased threefold—from $1.7 billion in 2005 to $5.1 billion in 2017. John successfully worked with Congressional leaders and Presidential administrations of both parties to secure—and later defend—these gains.

John is also a widely respected voice—on both sides of the political aisle—on issues related to Medicaid, the Affordable Care Act, the primary care workforce, federal budget and appropriations and the health care safety net more broadly. He has successfully built coalitions that supported Medicaid expansion and defended the program against proposed cuts and structural changes. He is frequently called upon as a go-to resource for health care reporters, advocates, researchers, government officials and legislators.

During several years spent in Pittsburgh, PA, John served in local government, working as the lead for intergovernmental affairs at the Allegheny County Department of Human Services (ACDHS). Working with policymakers at all levels of government, as well as local and national philanthropic partners, John oversaw efforts to integrate services provided and funded through the agency, which serves nearly one in three county residents through Child Welfare, Behavioral Health, Homeless Assistance, Aging and dozens of other programs and services.

John spent several years working on Capitol Hill as a legislative aide to two different Members of Congress: Representative (now Senator) Sherrod Brown (D-OH), who then served as the top Democrat on the House Energy and Commerce Health Subcommittee, and Representative Rosa L. DeLauro (D-CT), now the top Democrat on the Appropriations Subcommittee that funds the Department of Health and Human Services (“Labor-HHS”). He also worked in the legislative affairs department of the Center on Budget and Policy Priorities, a leading Washington thinktank focused on issues affecting low-income populations.

John is trained as a Professional Coach, and operates his own life and leadership coaching practice, Open Way Coaching, focused on working with mission-driven professionals around wellness, mindfulness, balance and self-care. He incorporates a coaching mindset and coaching tools into his work with clients of JTS Policy & Strategy.
